Very first sentence. ‘About 10%’ is not the same as 10%, and ‘Most’ means not all gasoline is ‘about 10%’. You can still buy ethanol free gasoline. That’s why it’s phrased as “May contain up to 10% ethanol.” Without testing a sample you won’t know exactly how much ethanol it contains.

There’s a reason that absolute wording isn’t used. Here’s another instance of the government using ‘up to 10%’
